resumeOwner
Resumes an owner paused with pauseOwner; the subtree runs again once its last pause ends.
Resumes an owner paused with pauseOwner; the subtree runs again once its last pause ends.
User effects below it run once more with the current values (their cleanups ran on pause). DOM
bindings run only if something they read changed while paused, so a hidden subtree is not rebuilt
on show. Memos that changed while paused wake their readers outside the owner. Call it once per
pauseOwner, not on an owner that is not paused.
